Beat sour cream, eggs, water, and oil together in a large bowl until thoroughly mixed.
Add cake mix and pudding mix.
Stir in chocolate chips.
Place batter in a greased and cocoa-powdered bundt pan. (*Note)
Bake 45-55 minutes, or until a fork inserted into cake comes out clean.
While cake is still hot, invert on a serving plate.
When cool, drizzle with caramel.
Don't grease your pan until AFTER you've mixed your cake! Make sure you grease all parts of the bundt pan, including all the crevices and the tower. Then, add cocoa (instead of flour) to reduce your chances of sticking.
